Multi-hazard
risk management plans is the key component in the chapxer of Disaster
Management where people can get minutes detail of villages where Resource,
Risk, Shelter and vulnerability of area are marked. The plans start from
village to State level are carefully documented and utilized during the
disaster. At village level the plan are prepared by the trained volunteers,
local gentries, school teachers PRI members and Village level Officers through
Community Based Disaster Prepared technique then these plans are approved by
the Gram Sabha and copy of the plan are submitted to District Magistrate. The
plan contains information and the demographic detail of a village and during
disasters one can see the profile of village and provide relief and rescue work
accordingly. The plan also has Disaster Management Committee & Teams and
their duties are to update the plans, provide training to teams constituted at
village and conduct mock drills. Similar step are to be carried out at the
higher level like GP, Block and Sub Division, District and State levels.
Disaster Management Plan contains all the information and Maps of a village to
be utilized at the time of disasters for immediate and effective operation.
State Disaster Management Plan formulated by
State Disaster Management Authority is a valuable document where vulnerability
& risk assessment mapping, hazard risk assessment and vulnerability maps
are incorporated. The plan also has early warning and dissemination systems,
Prevention & mitigation plan and resource inventory. The Incident Command
System and Emergency Operating System are two important chapxers where the
roles and responsibilities of line departments and stakeholders are
highlighted. During any disasters Emergency Operating Centre becomes activated
and monitor the event and give regularly update to Chief Secretary and Chief
Minister. State Disaster Management Plan prepared by State Disaster Management
Authority is the document which is referred during Pre-During-Post disasters.
